I talked to a friend who took and didn't pay back the PPP loan. Like everything else those mooching off the working people, the comparison is complete BS (BullShit).
The money was offered to business because the gov't shut them down. It wasn't some random cash offering. It was to keep businesses from going under during the gov't forced shut-down. In taking the loan to stay in business while the gov't prevented them from doing business they also had an agreement that if they used a significant portion to keep people employed, they wouldn't have to pay it back.
If they pocketed the money but didn't keep people employed they would be required to pay it back. The gov't became the customer during the gov't lock down. If the employment fell below the requirement, they would be required to pay the gov't back.
