Here is my ideal BOTW2 AKA Tears of the Kingdom: The name of the game is making each section of the map have unique bosses, dungeons, and rewards. Almost everything i talk about will revolve around this.
Each area has to have several things that make it unique.
1: First of all id go with some sort of divine beast like dungeon per area (this is not the main dungeon of the area we will get to that later). For lore reasons you can just say that a bunch of primitive unfinished beasts were found underground and activated by Ganondorfs revival. Some remain underground and some break through to the surface or sky. Their unfinished nature makes them volatile, maybe later in the game they are able to mend themselves... all kinds of ideas like this could be possible. This next part is crucial in making exploration feel rewarding. If you find these divine beasts or whatever you would call them YOU ARE ABLE TO ENTER AND COMPLETE THEM AS YOU FIND THEM.
2: They are essentially daddy shrines. Maybe they give you a unique zelda item like a Hookshot or a boomerang but these items would not be needed to complete the game. Completely optional. I think this spins the classic Zelda trope of "Get item in Dungeon use this item on the boss". You can do a lot with this kind of idea, its a "side dungeon". Id have maybe the first area of the game where you are suggested to go to have the item to help vs the main boss of the region but you can switch it up after that. It is not needed to gain victory but it can help and a combination of these classic abilities could be deadly. No doing fetch quests to gain entry to the beasts, it is a reward for exploring which is where the main game loses its luster after a few dozen hours. This knocks out three birds with one stone. You have more dungeons, you are bringing back some classic zelda items and it is a massive reward for exploring.
3: Have an overworld boss unique to each region that people would be looking to find. The townsfolk talk about it, what it can do, maybe what it has and what it can drop. This adds another reward per region in both exploration rewards, having a cool new boss to fight, and whatever that boss drops.
Exploration:
If you think about it BOTW really only has two reasons to explore. Korok seeds and Shrines. While the shrines are the meat of the game the koroks are pretty much just rinse and repeat. And a lot of the shrines are bullshit, motion control "puzzles", battles shrines, and stuff that can be completed in under a minute with one power cover about 30% of the shinres. There was not a single shrine in BOTW that had you use 3 of your powers. That is asinine... it has to ask more of the player. And most did not have you use two powers. Here is a rudimentary example:
1: Use Ice to raise a ball out of the water. Use Stasis to wack this ball beyond some obstacles... But oh no! There is no where for this ball to land. The third power is magnesis where you catch the ball you yourself shot off of the ice. This one line of text is more complicated than any BOTW shrine, think about that. We need more powers and more shrines that use a combination of these powers for a possible solution. The fun part of shrines was breaking them. Giving us more tools to do them as intended and/or to break them just adds to the fun.
Breaking Weapons gives you unique currency:
Waiting to use that fire sword for breath of the wild 3 because it is too good? Well good news! If it were to break you get fire shards or guardian shards that can be used to upgrade weapon durability and armor. The more you break the better the next one will be. Can also be used to upgrade other things maybe like other weapons if you are focusing on just one type. EZ fix Peen is a genius
Outside of these ideas just add a main dungeon per area (at least 8 overall) that is more inline with most Zeldas. For koroks im not sure what to do, maybe have some inside shrines. Instead of having that final treasure chest that is hard to reach in a shrine it is a korok. So 1: you know what you are getting if you were to do this challenge, and 2: you are gaining health/stamina/inventory all in one go. It would be much more organic. You still need Koroks out in the wild but adding them as the reward instead of a hard to reach chest could work wonders
Good job, your idea with fishes was probably my favorite.
I would make this one the exact opposite of an open world with difficult bosses/dungeons. I thought the dungeons and bosses in BOTW were the weakest part.

Make it so that if you stop playing for a while and come back to it you can easily figure out where the fuck you were going when you stopped.
I cleared out a couple of shrines and started going wherever that old dude told me to, then I stopped playing. I recently tried to start up again and I was stuck on this cliff. I figured out I had to chop down a tree to make a bridge, but I have no idea where I’m going or what I was doing before.
I was going to just start over but the beginning of the game kind of sucks
How about Hyrule gets better blacksmiths. Worst. Weapon. Makers. Ever. Absolutely hated that about the game. Hey look I just hit a fat sack of fat with my sword and it shattered. Wtf.
And cooking is lame as fuck can we have a way to just craft without the cutesy animation.
